Parihaka Infrastructure Project

The Parihaka Infrastructure Project delivered a significant upgrade of core infrastructure services across the Parihaka papakāinga, providing the foundations for future development and long-term community growth. Working alongside the Parihaka Papakāinga Trust, Clelands successfully delivered new wastewater, stormwater, potable water, power, fibre, lighting and roading infrastructure throughout the community. Representing one of the most significant infrastructure investments undertaken at Parihaka, the completed works have established the essential services required to support future housing, community facilities and ongoing development, while maintaining a strong focus on cultural values, environmental stewardship and community engagement.

We chose to partner with Clelands Construction Ltd as our primary contractor. Their track record of accurate pricing, delivery, and overall management of large civil and infrastructure projects was a crucial element of our selection criteria. They are performing strongly in each of these domains. They are disciplined with our budget, communicate clearly, track deliverables and provide timely and honest advice on risk and what mitigation options are available.

Parihaka holds immense cultural, historical and spiritual significance within Aotearoa. Delivering infrastructure works within such an important environment required a collaborative approach that balanced construction requirements with cultural protocols, community expectations and environmental responsibilities. Comprehensive cultural monitoring and archaeological discovery processes were implemented throughout the project, ensuring works were carried out respectfully and in accordance with established tikanga and agreed project protocols.
